I think you got the correct distinction in your edit. A hit being legal and a hit being clean are not the same thing.
The hit was legal, but leading with your head like that is just fucked up, especially when the player is about to hit the ground.
The hit wasn't late, The QB Was "fair Game" because he dove but... Spearing is Spearing. You cannot dive Helmet first with your head down using it as a "weapon". That is a penalty.

How could you be in that position and not want to hit him like that? I vote no, but it is definitely borderline.
QBs are being protected too much in this league. I'm surprised the defender hasn't been sentenced to death yet for that hit. I think it's clean, it is within the rules to hit the QB when diving head-first.
