it was definitely a TD. Look at the replay again, the 1st foot was down before you were looking for it. What YOU see as the 1st foot down was really the 2nd foot down. He dragged the first toe as he was stepping down for his 2nd step. You're right, the last step came down out of bounds, but that was the 3rd time a foot touched the ground with control of the ball.
