Now we?ve got the real situation, per a release from the Jets and the NFL: Chatman has been suspended without pay for the team?s first four regular-season games for violating the NFL Policy on Steroids and Related Substances. Chatman?s suspension begins today, and he is eligible to return to the Jets? active roster on Monday, September 29 following the team?s September 28 game against the Arizona Cardinals. Chatman is in his first season with the Jets. Last year he started six games for the Dolphins. Chatman lost 60 pounds in 2006 and attributed his improved diet and conditioning to the rejuvenation of his NFL career.

guys use diuretics for two reasons: 1) to mask steroid use 2) to drop weight quickly Chatman could have been doing 1) or 2) or both. He was definitely under pressure to get in better shape.
Was not roids and was not with the Jets: "Jesse never tested positive for a steroid or any other performance-enhancing drug," his agent, Brett Tessler, said in an e-mailed statement. "Near the end of last season, the league claimed he had a diuretic in his system that they said could also be used as a masking agent. After spending great time and money defending his innocence, the league made its final ruling and now Jesse has no choice but to look ahead to Week 5."
It's not clear if he took steroids or not. We'll never know. But he was suspended for violating the NFL Policy on Steroids and Related Substances. You are correct in that these actions occurred when he was in Miami, not NY.
