I don't think so because they have to have a new Collective Bargaining agreement before a season can commence. They only had those provisions in place because there was no cap last year. Obviously, there will be a cap in some shape or form this year.
that was a provision in the cba that expires march 3.so no there will be no final 4 limitations if/when the f.a. signing period starts
