Cleveland signed Jamal Lewis to a one year contract, traded Droughs and are sitting at #3 in the draft. Now, IF they don't take Adrian Peterson at 3, I would agree with you.... but I fully expect them to take AP. They dump some salary cap, have an experienced RB to fall back on and get 'one' of the highest ranked RB prospects of the last ten years. Makes sense to me.

They also signed Steinbach, so they are trying to improve that putrid O line, which wasn't helped by losing their all pro center last year in TC (Bentley's career may even be over). Droughns is a below average NFL RB. They were going to cut him anyway, so they got Carter for free. There were no other takers that showed any interest in him, and that's because he is better as a backup, but getting starting RB money.

Exactly what "promise" was Carter showing? The promise of not stepping up when he had the chance? The promise of dropping balls in key situations?

And Brandon Jacobs isn't a burner, but he's not exactly slow.
