I think it needs to be a combination of upside as well as the likelihood of reaching it. If it was based solely on upside, Kennedy would be a decent amount lower.
I'm fine with Kennedy being where he is because he flew through the system in less than a year and was good in his short major league stint. If a player has less upside than another player but is ahead of him on the list because he's proven a lot more, I'm fine with it.
Understandable, though to be fair, of the three guys you mentioned over Marquez, neither Betances or Brackman have thrown a pitch in full season ball. Brackman and Sanchez are both coming off of Tommy John surgery. Regardless, the Yanks have a pretty impressive collection of arms in that minors.
