He seems to be on the bucs practice squad now, but I thought that if you claim someone off waivers they have to remain on your active roster for something like 3 weeks. Otherwise, a team could poach your practice squad players for their own practice squad which seems to be what happened with Dixon. Can anyone explain how this works?
That's what happens going forward. However in this initial period, every rookie that does not get picked up through waivers can sign with any teams practice squad. So I guess Bucs offered more

Those numbers are skewed. He only saw significant playing time the last 5 weeks of the season. Before that he hardly played. He played 247 snaps last year. Most starting CB's play over 900, 25 played over 1,000. That needs to be taken into consideration. Not saying he can't be a surprise for us though.
Those 5 weeks included the Pats, the Bears, and the Steelers. Maybe there's some hope for the kid. If Rex can't get a corner serviceable, nobody can.

He didn't get through waivers - the bucs made a waiver claim on him and then put him on the practice squad.
I think it is if you sign from a teams practice squad, they have to be active for a period of time. This was a release, I don't think there is the same restriction.
