Unless it's a tornado or something, they will play. Sorry, weather is part of football, and this wouldn't be the first time 50-60MPH winds happened in a game. If the bleachers really are moving, that is an issue with the stadium, no way they should be even able to budge. Plus, it stabilizes out when the crowd filters in. I know games like this have been played in chicago, I see no reason to delay the game.
