I don't think there is any limit to the amount of time they can keep a player on the reserve/NFI list, unless they changed the rule when I wasn't paying attention. I'm pretty sure there have been players who experienced catastrophic injuries in college and got drafted but spent their rookie season on that list.

I don't think that spot should be used for a QB. We have a starter and a back-up. Everyone else could be elevated off PS when needed. Carrying 3 QBs before was a luxury we can no longer afford.

We have a running QB as a starter and a glass QB as a backup. It’s very possible we lose both, in the same game even. We should add a 3rd guy that has at least some history of experience in the league.
