AP reports that QB Vinny Testaverde had surgery to remove a benign tumor from his right foot. Testaverde will be sidelined until the training camp in July. QB Chad Pennington is expected to take most of the snaps during the minicamp next month. Coach Edwards said offensive coordinator Paul Hackett and Pennington will set up quarterback meetings at Testaverde's home while he recovers.
